POSITION SUMMARY
The Program Lead/Deputy Head of Office (D-HOO) will work closely with Adeso Somalia Head of Office (HOO) and the Somalia team on general office operations; program planning, development, implementation, and daily oversight and management of Adeso’s Somalia programs. He/She will also support the Durdur General Manager (GM) in overseeing Adeso’s enterprises in Somalia and ensure they are aligned with the policies and procedures of Adeso and Libin Investments.
SPECIFIC ROLES AND RESPONSIBILITIES
The Program Lead/D-HOO will work with the HOO in leading Adeso’s change towards the way we deliver and think about our responses and programming in communities in Somalia to be more in line with community-driven and community-led approaches to our work while ensuring that all programmatic deliverables are met. This includes support in managing our Survivor Community-Led Response (sclr), which aims to strengthen and scale up existing initiatives already started by community members. H/She will also work closely with the GM of Durdur Enterprise in Somalia to develop new businesses and ensure that all new and existing business deliverables are accomplished. The position will be based in Badhan, Somalia with frequent travel within Somalia and some travel to Nairobi. The Program Lead/D-HOO will be primarily responsible for the following responsibilities:
General Operations
Assist the HOO in ensuring efficient and smooth running of the Somalia office and in managing all Somalia operations.
Ensure appropriate management, use and security of all project assets.
Work with the HOO in ensuring that Adeso Somalia staff and Libin Investments staff institute quality control and adhere to and comply with Adeso and Libin Investments policies and procedures, donor guidelines, and national and local regulations.
Oversee the Somalia budget and ensure that it is strictly adhered to and all supporting documentation for expenses is properly documented.
Act as liaison with Adeso partners, local and national authorities, ministries, CSOs, NGOs, donor agencies and other stakeholders in promoting Adeso’s image in Somalia.
Attend relevant coordination meetings with other stakeholders on behalf of Adeso.
Work closely with the HOO and Adeso Operations Teams to ensure the safety and security of all staff.

Program Development and Management
Work with the Adeso HOO to design programs in response to existing requirements and opportunities.
Assist with fundraising for new projects including the development of program proposals and budgets.
Support the HOO in ensuring quality and timely implementation of all program activities in Somalia.
Conduct project site visits in collaboration with the HOO to ensure that all projects are implemented as per the required standards.
Compile monthly internal reports and donor reports, document lessons for learning and improved quality of programming and support the Advocacy team with relevant materials as required.
Ensure appropriate monitoring and evaluation, including assessments, reviews, and other monitoring activities according to the project plan.
Other duties as required.
Business Development and Oversight
Work with the Adeso Partnerships team, Durdur GM and Adeso HOO to identify and facilitate new business opportunities for Libin Investments.
Provide oversight of Libin Investments and work with the Durdur Enterprise GM to ensure all deliverables are met for new and existing businesses in line with Adeso and Libin Investments policies and procedures.
Oversee the MoU between Adeso and Libin Investments (Durdur Enterprise) to ensure that all elements of the partnership are adhered to.
Assist the Durdur Water Enterprise team in expanding country portfolio in Somalia, including assisting in ensuring that all businesses are well established in the various locations.

Skills and qualifications
OSKILLS AND QUALIFICATIONS
As a prerequisite, the successful candidate must believe in the core values of Adeso and sclr and must be driven by the Adeso mission. S/he should demonstrate a passion for breaking new ground to lead change.
Degree or equivalent in humanitarian aid, development, business management, entrepreneurial leadership or related field required.
Minimum of 3 (three) years’ experience in a management role with an NGO, or similar organization or Social Enterprise, in a complex emergency environment.
Must be aligned with participatory community development principles with a focus on Appreciative Inquiry and should have the ability to lead by example in how they engage with communities.
Experience in managing and building the skills of a team, must be patient, articulate, self-motivated, a team-player, able to work effectively in a sometimes harsh and unpredictable environment; and committed to motivating and leading staff.
Excellent management of multiple budgets, contracts, and resources.
Fluency in written and spoken English and Somali.
Extensive knowledge and appreciation for strong monitoring systems and experience developing them.
Experience in business planning, budget development, financial control, report writing, proposal development, donor liaison and program management or equivalent.
